Ali Mohamed Shein
Ali Mohamed Shein served as the 7th President of Zanzibar from 2010 to 2020. Prior to his presidency, he was the Vice President of Tanzania from 2001 to 2010. A member of the Chama Cha Mapinduzi (CCM) party, Shein is a medical doctor by profession and hails from the island of Pemba.

Dr. Ali Mohamed Shein, born on March 13, 1948, in Chokocho village, Pemba South Region, Zanzibar, has distinguished himself through a lifetime of service as a scientist, educator, and political leader. After receiving his primary and secondary education in Zanzibar, he pursued higher education abroad, first studying in the U.S.S.R., where he earned his undergraduate and master’s degrees in Medical Biochemistry from Odessa State University. In 1984, he furthered his studies in England, completing a Ph.D. in Clinical Biochemistry and Metabolic Medicine at the University of Newcastle upon Tyne. His research, particularly in the area of metabolic disorders, underscored his commitment to medical science, a passion that would later complement his role in public health administration in Zanzibar.
Dr. Shein began his professional career as a clerk in Zanzibar's Ministry of Education before transitioning to the Ministry of Health, where he held key roles, including Head of Pathology Laboratory Services. His expertise and leadership extended beyond Zanzibar, as he engaged in international training programs and participated in efforts to develop health infrastructure, notably in blood transfusion and HIV/AIDS control.
Dr. Shein’s early political inclinations were shaped by his involvement with the Afro-Shirazi Party Youth League, and his leadership abilities were recognized early on. In 1995, he was elected as the representative for Mkanyageni in the Zanzibar House of Representatives, subsequently appointed Deputy Minister of Health. His political rise continued, and by 2001, he had ascended to the position of Vice President of the United Republic of Tanzania. His tenure was marked by his contributions to constitutional matters and governance, solidifying his standing within the ruling Chama Cha Mapinduzi (CCM) party.
In 2010, Dr. Shein successfully ran for the presidency of Zanzibar, a position that allowed him to guide the islands through important social and economic reforms. During his tenure, he became known for his approachable leadership style, often engaging directly with citizens. His focus on education, health, and agriculture reflected his scientific and developmental interests, inspiring initiatives aimed at youth advancement and agricultural productivity. As President, he also took on the role of Chancellor of the State University of Zanzibar, advocating for higher education and research.
After two terms as President, Dr. Shein left office in 2020, celebrated for his balanced approach to governance and his commitment to peace and stability. His legacy endures as one of dedicated public service, scientific accomplishment, and steadfast commitment to the people of Zanzibar.

Amani Ali Mohamed Shein became President of Zanzibar on November 3, 2010, following his victory in the 2010 presidential election. He succeeded Amani Abeid Karume, who completed his two terms in office. Shein served two terms and focused on economic development and political stability. He left office on November 3, 2020, after completing his constitutional two-term limit and was succeeded by Hussein Ali Mwinyi.
